In 3 years, Ministry of Public Works and Human has been building two hundred Special Houses in Papua Province and West Papua Province. It is a form of Nawacita Program implementation by Joko Widodo administration, which developing Indonesia from suburbs and strengthening the primary area and village in the frame of a unitary state.

In 3 years, Ministry of Public Employment and Human Housing (Kementerian Pekerjaan Umum dan Perumahan Rakyat/PUPR) has been building two hundred Special Houses in Papua Province and West Papua Province. Special Houses are reserved to be a residence for a teacher, medical personnel, fisherman, and religious leader who lived on the outer border of Indonesia.

In 2015, a total of fifty units Special Houses have been built in Tandia Kanda Village, Senderawoi Village, Miei Village, and Moru Sanduai Village. In 2016, one hundred units of Special Houses spread in Jayapura (20 units), with each ten unit in eight regencies: Kerom Regency, Nabire Regency, Yapen Regency, Tolikara Regency, Jayawijaya Regency, Yalimo Regency, Paniai Regency, and Biak Numfor Regency. Next, in 2017, another fifty units have been build in Isey Village.

The house width forty-five-meter square is a form of Nawacita Program implementation by Joko Widodo administration, which developing Indonesia from suburbs and strengthening the primary area and village in the frame of a unitary state. This agenda prioritizes inter-region development, especially the border and eastern part of Indonesia.

This program formerly was the proposal of West Papua Peoples Assembly (Majelis Rakyat Papua/ MRP), as an official body representing West Papuans recognized by Government of Indonesia, “We strive for this Special Houses proposal, as we have been given the mandate as the representative of West Papuan to deliver our aspiration to the government in developing West Papuan” said Vice Chairman of MRP, Ofni Simbiak (Ministry for Public Works and Human Settlement, 2016

Minister for Public Employment and Human Housing, Basuki Hadimuljono stated that West Papua is a region where Special House built the most, but the supply has not met the demand “I have ordered all bodies and work units to develop various program and policy to continue observing the development in West Papua,” (Ministry for Public Works and Human Settlement, 2016)

In addition to Special Houses program, house renovation assistance or Self-Housing Stimulant Assistance (Bantuan Stimulan Repumahan Swadaya /BSPS) also being given to Wandoma Bay Regency. “Aside from Special Houses, this year we also seek to allocate the BSPS program for 300 units of houses in Wandoma Bay,” stated Syarif Burhanuddin, Director General of House sufficiency, Ministry of Public Employment and Human Housing (Gatra, 2017).
